During the first half of Clare and Waterford's Munster SHC clash, Déise man Dessie Hutchinson received a yellow card for a challenge on Adam Hogan.
However, the replay showed that the Banner man went down rather dramatically after being touched on the elbow.
When asked by RTÉ presenter Joan Cantwell, at half-time, whether hurling had gone soft, Cusack replied: "I don't think that'll ever be the problem with hurling in general Joan, from what we've seen.
"But if you're asking about this situation here; bullshit is what I would describe it as, nothing else.
"I'd imagine if Adam Hogan was playing with you, he's the type of player you would love, but in terms of this situation, was it a yellow card?
"Hurlers know what is a dirty tackle and not a dirty tackle.
"Adam went down as if he was hurt, the only person who will be worried if he was hurt from a hurling point of view is his mother at this situation. No way was this a yellow card.
"And if you live by the sword, you have to be prepared to die by the sword."
The game finished 2-23 to 0-21 to Waterford, in their opening game of this year's championship.
For Clare it leaves them with a draw and a loss, following last week's classic against Cork, and in a perilous position.
For Déise, Stephen Bennett was their star performer, finishing with two goals.
