Here’s what passed, and what failed, at GAA Congress 2015

Day 2 of the GAA Congress and there was very little hanging about as 67 motions were deliberated over.

Day 1 saw a new President elected, Aogán Ó Fearghail, and Day 2 brings the motions for rule chnages at the 2015 GAA Congress. Over the course of the day, some big proposals were denied and accepted and here's what we reckon you need to know from this year's meeting.

• Proposal for a black card in hurling: DEFEATED 71 per cent to 29 per cent
• Proposal for yellow cards not to be carried into extra time: PASSED 75 per cent in favour
• Proposal for U21 games to be 70 minutes rather than 60: DEFEATED but it was close, 55.7 per cent in favour but need two thirds to pass
• Proposal for extra-time to be played in virtually all the major competitons rather than replays: DEFEATED, and heavily, with 87.6 per cent against
• Proposal for larger and heavier sliotars: DEFEATED comprehensively, with over 90 per cent against the motion proposed by Cratloe
• Proposal for coin toss to decide who wears the change kit: DEFEATED with only 52.7 per cent in favour
• Proposal to put into the rule book greater consultation between referees and linespeople: PASSED with 82 per cent, though how anyone could go against it we don't know
• Proposal on a concussion sub rule to be brought in: DEFERRED, after much debate
• Proposal on goalkeepers not being able to handpass a ball after they received the ball from a team-mate: DEFEATED, with almost two thirds against
• Proposal to force teams to kick the ball after two succesive hand passes: DEFEATED with 72.7 per cent against
• Proposal to amend handpass rule to say that 'There must be no propulsion of the ball by the non-striking hand': DEFEATED, with 60.4 per cent against
• Proposal to punish those who infringe on the 13m exclusion zone for sidelines or frees by moving free 13m closer: DEFEATED, but only just, with just under 60 per cent in favour
• Proposal to go from four steps to three in hurling and football 'between actions': DEFEATED, with over two thirds against
• The first of the Hurling 20/20 proposals on one-on-one penalties: PASSED
• However, the idea of 20-metre frees changing to three-on-one has been DEFEATED
• Proposal for five-second advantage rule in hurling just like football: PASSED wit a massive 94.2 per cent
• Proposal for two yellows no longer equalling a red in hurling: DEFEATED
• Proposal for Christy Ring winners to be put into Leinster Round Robin for Liam MacCarthy: PASSED so we could see Kerry in the Leinster hurling championship
• Proposal to reverse last year's vot for a timer/hooter: PASSED so that was a short-lived experiment
• The rules on 20-metre frees have been tweaked so that five men are allowed on the line
• Proposal to define 'collective training': PASSED
• Proposal for inter-county managers to be forced to submit a 26-man panel by 9am on Thursday before a game and players cannot be added to it. Also, 20 minutes before throw-in the full starting XV and subs must be submitted: PASSED, which is just great news
• The use of HawkEye to seek clarification on a point or a wide sails through again with a whopping 98.6 per cent of the vote: PASSED (who voted against it?)
• Motion 32 states that a club who does not compete at senior, intermediate or junior championship will lose its representation on county and other committees and conventions: PASSED
• Annual county conventions must be held before December 18: PASSED, huge news
• Proposal for county committees to submit a full fixture programme for adult and underage competitions to their provincial councils before the last day of February goes through. Provincial councils can instruct adjustments which must be complied with: PASSED
• The interesting Motion 40 surges home with 98.6 per cent and it could have implications for transfers further down the line. Here it is.
• 
• An inter-county minor panelist cannot represent his club senior team until inter-county activity is finished: PASSED just about, with 69 per cent
• Proposal to abolish All-Ireland minor quarter finals has been DEFEATED for not reaching a two-thirds majority
• Post primary schools denied 'first call' on players involved in county minor or U21 panel. It got 56 per cent approval but not the two-thirds required: DEFEATED
• Motion 58 is unanimously DEFEATED which means there is no change with regarding the use of Croke Park for other sports. The proposal would've granted Central Council the power to authorise the use of the stadium to other games outside those controlled by the GAA
• Proposal to have players available to clubs until eight days before an inter-county championship game has been WITHDRAWN to, and we quote, "speed up congress"
• Proposal to remove the words 'or other compelling evidence' from the referee's report has been DEFEATED emphatically with 96.4 per cent.
