Can you name the four Footballers of the Year that missed out on All-Ireland glory?

The Footballer of the Year accolade has been presented as part of the All Star awards ever since 1995.

There have been 21 recipients of the award and one man has claimed the honour twice. Sparked by a question by Colm Parkinson on the latest episode of The GAA Hour, which stumped the studio guests, we thought we would throw it out there:
Who are the four men that won Footballer of the Year but missed out on the All-Ireland that same year?
