Waterford will meet The Rebels in the final - their first since 2007 - after they edged past Tipperary in the second match at Nowlan Park.
Tipp led by three points at half-time, thanks in large part to goals from 'Bonnar' Maher and John O'Dwyer. Colin Dunford found the net for Waterford in the second-half, to set up a tense finish.
Seamus Callinan kept the Premier County ticking over, with frees, but his accuracy was surpassed by Pauric Mahony.
