Kelleher, 25, has been linked with a move away from the Reds for most of the summer and he has stated that he wishes to be a number-one goalkeeper.
The Republic of Ireland star has impressed as Alisson Becker's deputy at Anfield, and is on the radar of several clubs.
On Friday, Nottingham Forest offered a transfer fee plus a player - goalkeeper Matt Turner - in exchange for Kelleher, according to The Athletic.
The Reds, however, rejected the bid as it did not come close to meeting their valuation of the player, which is between £25m and £30m.
Forest are said to have a 'long-standing' interest in the Cork goalkeeper, so it remains to be seen if they make another attempt to sign him before Friday's transfer deadline.
Kelleher made 26 appearances in total for Liverpool last season and helped them win the Carabao Cup.
The Ireland goalkeeper also made 10 appearances in the Premier League when Alisson was injured.
The 25-year-old, however, has stated that he would like the chance to become a number one goalkeeper.
“It would be great (to be the number one goalkeeper) if that happened at Liverpool, but I’m not silly," the Irish 'keeper told The Athletic.
"I know that Ali has been the best goalkeeper in the world for years
“I’ve had such an amazing time at Liverpool. It’s been a crazy journey for me and one that I’ve absolutely loved.
"I love the club, I love the fans and I have a great relationship with the players and the staff. Whether it’s here at Liverpool or somewhere else, I do feel the next step for me is to be a No 1."
Liverpool reportedly won't stand in Kelleher's way if he wants to leave the club, as long as their transfer valuation of the player is met.
Kelleher has two years left on his current contract.
