Courtois has jumped 19 places compared to FIFA 16, while Özil climbs from 18th to 12th.
Three players currently in the Premier League were among Fifa 16's 10 highest rated players, but two of those three have slipped down the rankings this time around.
David Silva has fallen from 10th to 44th while Eden Hazard - sixth last year - is now at number 30, below Petr Čech and cover star Marco Reus.
