The PGMOL have admitted that Brighton should have been awarded a penalty in their 2-1 defeat against Tottenham.
Howard, the chief refereeing officer of the PGMOL, has apologised to the Seagulls and held talks with the club over why the decisions weren’t correctly awarded.
Brighton’s Karou Mitoma was fouled by Pierre-Emile Hojbjerg in the box when the scores were 1-1, however Stuart Attwell chose not to penalise the midfielder.
Despite being looked at by VAR, no penalty was given in what was one of three legitimate shouts for a Brighton spot-kick.
This is the third time the PGMOL has been forced to apologise for refereeing errors this season.

Tottenham would go on to win the game which proved to be a heated contest in north London.
Goals from Son Heung-min and Harry Kane either side of Lewis Dunk’s equaliser proved to be enough for the hosts as they consolidated their position in the top four.
Both Cristian Stellini and Roberto De Zerbi were sent off as tempers flared on the touchline, with De Zerbi accusing the Spurs interim boss of disrespecting him after the game.
“I’m used to always respecting everyone inside and outside of the pitch,” the Seagulls boss said.
“I don’t like it when people don’t respect me. But there are normal situations in football. It’s personal things. I always respect everyone, especially the coaches. I can answer for me, not for him.
“I told him what was my opinion, my idea, not bad words, only my opinion.”
Stellini meanwhile remained coy on the incident. He said: “Sometimes when we speak, Italian people seem aggressive. We were not aggressive. I don’t want to speak about other managers.
“This is only the second game I’m a head coach. I want to respect every manager. What happened on the pitch, stays on the pitch.”
